The mouse seems unresponsive

My computer has a blue screen with the message "Your PC Did Not Start Correctly", and the mouse seems unresponsive on this screen.

"Your PC Did Not Start Correctly" means your computer has entered recovery mode. WinRE is a minimal recovery environment that only loads the most essential drivers (such as those for hard drives, USB devices, and displays). Bluetooth drivers are not loaded by default, so Bluetooth mice and keyboards are not supported. 

You can use a wired USB mouse/keyboard or a 2.4G wireless mouse/keyboard (with a USB receiver) to operate.
